THE Punjab budget for financial year 2026-27 has been presented as a budget of hope, projecting optimism around economic transformation, social protection and improved governance. However, a closer reading of its numbers and priorities suggests a more complicated reality-one that does not live up to the expectations of the people in terms of relief and welfare. There is no denying that the Punjab government under Chief Minister Maryam Nawaz Sharif has undertaken notable efforts in last couple of years, particularly in improving infrastructure, strengthening service delivery and launching multiple initiatives in health, education and urban development. These efforts have created a perception of momentum and administrative activity across the province. Yet, this budget does not seem to fully carry that momentum forward in terms of development ambition. In fact, the reduction of the Annual Development Programme from Rs 1,450 billion in the current fiscal year to Rs752 billion in the next raises serious questions about the government’s commitment to accelerating on-ground development. For a province that has repeatedly emphasised transformation and growth, such a substantial cut inevitably feels like a step back rather than forward. On the social protection front, the budget also falls short of expectations. A proposed 3.5 per cent increase in pensions appears largely symbolic in an environment of inflation and rising living costs. For pensioners many of whom depend entirely on fixed incomes and has to bear their medical expenses, this adjustment can hardly be described as meaningful relief. Similarly, the 7 per cent increase in salaries is insufficient to significantly offset inflationary pressures. Another area of concern is the taxation strategy embedded within the budget.
