TEHRAN – Iran on Monday confirmed that it reached a preliminary framework with the United States in ongoing diplomatic discussions, although officials said a comprehensive agreement is still not close. Iranian Foreign Ministry spokesperson Esmaeil Baghaei said during a press briefing that the negotiations are underway with a focus on ending regional tensions, but cautioned against expectations of an imminent breakthrough. He said that while both sides have managed to agree on a general framework in principle, major issues remain unresolved. “It is not possible to say that a final agreement between Iran and the United States is near,” he stated. Baghaei clarified that the current discussions are not limited to nuclear issues, adding that broader regional stability and conflict reduction are also part of the talks. He also rejected speculation about Pakistan’s involvement in the process, stating that there are no plans for any delegation exchanges in this regard at present. According to the Iranian spokesperson, the emerging understanding includes a draft 14-point memorandum focused on ending hostilities and easing maritime tensions, including arrangements related to the Strait of Hormuz. Under the proposal, Iran would take steps to ensure safe passage through the waterway, while restrictions on navigation would be addressed as part of broader negotiations. He further explained that Iran does not intend to impose tolls on vessels passing through the Strait of Hormuz, although service-related charges for maritime facilitation are considered standard practice internationally.
