ISLAMABAD – Pakistan has moved a step closer to overhauling its telecommunications infrastructure framework after the National Assembly approved the Pakistan Telecommunication Reorganization (Amendment) Bill, paving the way for its presentation in the Senate for further deliberation. The proposed legislation is aimed at accelerating the expansion of digital connectivity across the country by granting licensed mobile phone and telecommunications companies wider authority to install optical fibre networks and related infrastructure without being restricted by local access limitations. According to the provisions of the bill, private property owners as well as public sector institutions will be legally bound to provide access or designated space for the installation of telecommunications infrastructure, including fibre optic cables and mobile towers. The objective, lawmakers say, is to ensure uninterrupted and rapid development of a modern digital network capable of meeting increasing data and connectivity demands. The amendment also introduces strict enforcement mechanisms. Under the proposed law, individuals, tenants, or both public and private organisations who refuse to allow access for laying fibre optic cables or installing telecom towers may face financial penalties of up to Rs50 million. The officials argue that such measures are necessary to eliminate delays caused by administrative and access-related hurdles that have historically slowed down infrastructure projects. Supporters of the bill believe that improved legal backing for telecom operators will help bridge connectivity gaps between urban centres and remote regions, enhance internet speeds and strengthen Pakistan’s digital economy.
