Pooling multilateral strength: How the global governance initiative empowers the International order

From cross-border climate disruptions and ecological stresses to the digital divide arising from uneven technological development, traditional multilateral mechanisms are increasingly in need of renewed vitality and greater institutional resilience in addressing these global and systemic issues. For developing countries—often referred to collectively as the Global South—the inclusiveness and effectiveness of the global governance system are directly linked to the sustainability of national development and the quality of inclusive growth. It is against the backdrop of a serious shortage of global public goods that China put forward the Global Governance Initiative. At its core, the initiative advocates a vision of global governance based on extensive consultation, joint contribution, and shared benefits. Upholding the principles of sovereign equality, international rule of law, and genuine multilateralism, it calls for practical actions grounded in openness, inclusiveness, equality, and mutual benefit to advance the evolution of the international governance system toward greater fairness, justice, and win-win cooperation. In doing so, the initiative not only injects greater stability into an international order facing mounting systemic uncertainties but also provides countries of the Global South with broader opportunities for participation, stronger representation, and enhanced normative support within multilateral institutions and global decision-making processes.
