THE European Union High Representative for Foreign Affairs and Security Policy, Kaja Kallas, visited Islamabad, Pakistan, on June 1, 2026. During her first official visit to the country, she co-chaired the 8th EU-Pakistan Strategic Dialogue alongside Deputy Prime Minister and Foreign Minister Ishaq Dar. Pakistan and European Union share historic ties rooted in decades of dialogue and cooperation. Today, this partnership has evolved from a trade-link to a broad-based strategic relationship. Both sides have worked closely on counter-terrorism, climate resilience, sustainable development, clean energy, digital economy, human rights, democratic values and international law. Historically put, the EU and Pakistan have shared a credible relationship since establishing diplomatic ties in 1962, with formal cooperation beginning in 1976. A 2004 Cooperation Agreement and the 2019 Strategic Engagement Plan underscore their enduring partnership. The EU remains Pakistan’s top trading partner, reflecting strong economic ties despite limited political leverage. This legacy is built on mutual interests in trade, development and regional stability, demonstrating sustained engagement across decades.The partnership is governed by the EU-Pakistan Strategic Engagement Plan (SEP), which facilitates high-level dialogues to address regional security, investment and sustainable development. Broadly speaking, the bedrock of the Pakistan-EU relationship is founded through the EU-Pakistan strategic plan focusing on five major areas: economic and trade development, security and counter-terrorism, climate resilience, human rights and international law and education and culture. The EU Foreign Policy chief Kallas praised Pakistan’s diplomatic efforts in facilitating talks between the US and Iran, noting that Islamabad’s role helped prevent wider escalation. She described Pakistan as a “major regional power” and reaffirmed the EU’s interest in deepening strategic engagement beyond trade. Discussion
