CPEC Phase 2.0: A Strategic Appraisal and Roadmap for the Future

THE celebrations marking the 75th anniversary of Pakistan-China diplomatic relations have evolved into a “forward-looking” resolve. Both nations are now pivoting decisively toward innovation, green industrialization, large-scale digitalization, artificial intelligence, quantum technologies and, crucially, hybrid agriculture. Leaders on both sides have rightly emphasized transforming CPEC Phase 2.0 into a corridor of competitiveness, connectivity, productivity and socio-economic prosperity. Hence, the Pak-China All-Weather Strategic Cooperative Partnership would be further developed and diversified in the days to come. A new broad consensus on further deepening the All-Weather Strategic Cooperative Partnership signals the dawn of a transformative era. With both sides agreeing to move faster toward building an even closer China-Pakistan Community with a Shared Future in the new era, the focus is shifting from infrastructure development to a magnetic improvement in livelihoods. It is an auspicious sign that CPEC Phase 2.0 is being recognized as the world’s largest single development project, positioning Pakistan at the heart of global economic connectivity rather than merely as a regional partner. Through expanded trade, energy, infrastructure and industrial growth, the project holds the promise of lifting millions out of extreme poverty. Accordingly, the new phase’s focus on industry, agriculture and development zones introduces fresh economic drivers that will underwrite stability, sustainability, qualitative industrialization, modernization and a green transformation under the CPEC banner. However, the Government of Pakistan badly needs a paradigm shift in its major policies to achieve this desired goal.
