Excise allows transfer of vehicle ownership without seller’s biometric verification

KARACHI – The Sindh Excise, Taxation, and Narcotics Control Department has allowed buyers to complete the transfer of vehicle ownership without the biometric verification of sellers. It announced that vehicle owners can complete the process without the seller’s NADRA biometric verification until June 30, 2026. The department has issued a notification in this regard following directives from Sindh Excise Minister Mukesh Kumar Chawla. The announcement aims to provide relief to citizens and streamline the vehicle ownership transfer process. After the relaxation expires, new system will be implemented. Under the new system, both the buyer and seller are required to undergo biometric verification at NADRA or e-Sahulat centers before the official transfer process can begin. Once verified, the following steps must be completed: Draft a written agreement on stamp paper and sign by both parties Visit the Excise office to obtain a token and submit the application form Submit all mandatory documents along with the completed form Pay the applicable transfer fees and token tax online or at the office Upon verification, an official receipt is issued Within 5 to 15 working days, a new smart registration card is issued in the buyer’s name Required Documents: Seller: Original registration book/smart card, CNIC copy, signed application, sales agreement, clearance certificate, passport-size photo Buyer: CNIC copy, passport-size photo, valid vehicle tax certificate, proof of residence (utility bill/rent agreement), vehicle inspection certificate The notification is publicly available on the official Facebook page of the Sindh Excise Department.
